NTMP Status
The Bohemian Club submitted a revised NTMP to the Department
of Forestry (CALFIRE) on February 25, 2009. The revised draft is
open for public comment until May 11, 2009. It contains some positive
changes but, overall, is not significantly different from earlier
versions. (see Action Item

NTMP - A Short Introduction
What Is An NTMP? NTMP stands for Non-Industrial Timber
Management Plan. It is a form of logging permit available to landowners
with fewer than 2500 acres of timberland whose primary business is
not timber production. The applicant for an NTMP must also demonstrate
that the rate of logging proposed in the plan is sustainable.
The NTMP has recently become a popular type of permit because, once
approved, it is a permanent document, meaning that the landowner
never has to undergo further review by State agencies.
For landowners who do not qualify
for an NTMP, the alternative types of permits to log are the THP
(Timber Harvest Plan) or the exemptions. THP’s permit logging
for a 3 year period (with possible extensions of 2 years) and exemptions
typically apply to logging very small parcels or dealing with emergency
situations.
In the case of the Bohemian Club’s
NTMP, critics believe that the Club does not qualify for this perit
because it owns too many acres of timberland (SEE Tunheim Plan
and resource/conservation easment issue) and because its proposed
rate of loggin is not sustainable (SEE Rundel and Paul
Carroll letters)
The NTMP is a useful type of permit in some cases, but the Bohemian
Club does not qualify for a perpetual permit to log!
The Bohemian Club last tried to bring
an NTMP document before the CA Dept of Forestry in April 2007. Since
that time, the document has been rewritten and resubmitted
for the public record.

A rumored second review hearing on June 5, 2008 passed
without action.
